Dr. Saurabh Garg is an IAS officer of the Odisha Cadre and currently serves as Secretary, Ministry of Statistics and Programme Implementation, Government of India. He has held several senior positions, including Secretary, Ministry of Social Justice and Empowerment and CEO of UIDAI, where he led the technological upgradation of Aadhaar and promoted digital public infrastructure.
Earlier, as Principal Secretary, Agriculture and Farmers’ Empowerment, Odisha (2017–2021), he focused on digitalizing agriculture and developing direct income-transfer schemes for farmers. In the Ministry of Finance, he contributed to major policy initiatives including the National Investment and Infrastructure Fund (NIIF), FDI policy, digital payments, gold-sector reforms, and Bilateral Investment Treaties (BITs).
He has served on expert committees of MoF, NITI Aayog, RBI, and SEBI on areas such as social stock exchanges, digital payments, commodity markets, and virtual currencies. He has also worked with the World Bank, Tata Administrative Service, and as Chairman/Managing Director of public-sector companies.
Dr. Garg holds a Ph.D. in International Economics and Development from Johns Hopkins University, an MBA from IIM Ahmedabad (Gold Medalist), and a B.Tech. from IIT Delhi. He was also a Gurukul Chevening Fellow at the London School of Economics. His professional interests and publications cover public administration, infrastructure financing, financial inclusion, and innovation in governance.
Rupambara, a seasoned development communication and public policy professional with over 28 years of experience, including 24+ years at the Reserve Bank of India, where they served as Director (Communications). Their expertise spans strategic communication, policy research, media relations, financial inclusion, and stakeholder engagement.
Following a distinguished career at RBI, they founded SAKHI – Apna Haath Jagannath, a grassroots initiative dedicated to empowering rural women through entrepreneurship, sustainable livelihoods, and digital market access. They also promote Sakhi Annapurna Producers, a women-led social enterprise focused on value-added agro-products and rural economic development.
Passionate about women’s empowerment, social entrepreneurship, and sustainable development, they continue to collaborate with government agencies, CSR partners, and industry to build self-reliant rural communities through innovation and inclusive growth.
Vinayak Hulekal is a corporate leader currently serving as the Executive Director at EY Global Delivery Services (GDS) in the Greater Bengaluru Area, India. Promoted to this executive position in July 2024, he earned the advancement after nearly five years of demonstrated leadership as a Senior Manager within the firm’s global frameworks. Currently with Masdar, he manages the end-to-end investment lifecycle across solar, wind, and hydrogen platforms in Europe, the UK, and emerging markets, with expertise spanning investment valuation, complex financial modelling, PPAs, Contracts for Difference (CfDs), merchant risk assessment, transaction execution, and Investment Committee approvals. Prior to Masdar, he built a strong buy-side and advisory track record with leading organizations including KPMG, EY, CLP India, and CRISIL (S&P Global). With deep expertise in capital allocation, infrastructure investments, and renewable energy, Mr. Sharma brings valuable perspectives on financing the global energy transition, evaluating complex investment opportunities, and navigating the evolving dynamics of the energy and infrastructure landscape.

Biraja Tripathy is a high-caliber financial services executive with over 22 years of distinguished expertise in driving product innovation, exchange-traded funds (ETFs), and asset management strategies across the Indian market. Most recently, as the Head of Product for JioBlackRock, he served as a foundational leader responsible for architecting the joint venture’s digital-first investment product roadmap and integrating advanced institutional risk frameworks into retail asset management. Regional College of Management (RCM), Bhubaneswar, the first management college in Odisha, was established in 1982. The college has been approved under section 2(f) and 12 (b) of the UGC Act. The institute has been conferred the status by UGC in the year 2009. It is the first management institute in Eastern India conferred by the University Grants Commission.
